Note of conversation with Mons. D'Oettingen, Rusși an

Censul concerning S. S. "Tobolsk" and S. S.'

"Indigirka".

1. The Consul said he would be glad if an assurance could be given that these vessels were merely requisitioned that is to say that in due course they would be honded back to the Volunteer Fleet and that the latter would be paid for the use of the vessels. 2. He would also like information as to the terms upon which the vessels are requisitioned.

He asked that the officers and members of the crew who wish- -ad to serve under the British flag should be allowed to remain on the vessels and that those who did not volunteer should be given each 3 months salary as compensation for determining their services.

4. That on all local matters comected with these vessels the

Agents of the Volunteer Fleet should be consulted.

5. The Censul pointed out that both these vessels were specially employed on carrying provisions for the population of Kamschatka and that unless substitutes for them could be found the population

would be without food.
